So no one likes tankers, and no one likes to tank, but for the sake of logic/other tankers, some people feel forced to blow a few games at the end of the year, or people start suspecting others of such. I Submit to you...

In the current rules, 14 teams participate in the Draft Lottery. The lottery is weighted so that the team with the worst record, or the team that holds the draft rights of the team with the worst record, has the best chance to obtain a higher draft pick.
The lottery process determines the first three picks of the draft. The rest of the first-round draft order is in reverse order of the win-loss record for the remaining teams, or the teams who originally held the lottery rights if they were traded. The lottery does not determine the draft order in the subsequent rounds of the draft.
We could change it to be the top 5, or top 10 picks.
This would not affect rounds 2+, and would do immense wonders to preventing tanking, etc etc etc.
We would use [Only admins are allowed to see this link] or such random events, with van picking rolling 1-66, or 1-100, and then assigning 1-15 team #1, 15-25 team #2, 25-30 team #3, etc etc etc, and having weighted #s come up.
Heck, people could even pick the numbers they want and then van rolls it.
