I think I can translate from Mac Keyboard [Only admins are allowed to see this image] to American-English:
Each team has one trade allowed. Two players can be traded from each side in a deal. Only one player can be 85 overall or greater. Draft picks can be substituted for players.. An 85 overall player can be paired with a 2nd round or lesser pick. Only one pick can be traded from each side.
1st round picks will be viewed as equal to an 85 overall player.
Also, these are not permanent trade rules. These are specific to this first season only. In all likelihood, they will be less restrictive beginning in the second season.
The obvious questions are:
Both teams involved have different schemes, and thus different overalls. Which overall is used for each player?
In the original post, Flank mentioned 85 or greater for the first player, and 80 or lesser for the second. Shouldn't the second player just be 84 or lesser?
A commentary on the reason for strict trade limitations:
In the past, new members have joined, dismantled a team with trades and roster moves, and then proceeded to quit leaving the team undesirable to any possible replacement. To avoid this, Administration has adopted a strict attitude until new members have proven their commitment to longevity. In short, it's for the better of the league.
